The Blue Jackets, according to multiple NHL sources, have offered forwards Gilbert Brule and Dan Fritsche, and defenseman Ole-Kristian Tollefsen to the Lightning for the 27-year-old Richards, a former Conn Smythe Trophy winner as the playoffs MVP.
Howson and Tampa Bay general manager Jay Feaster were planning to talk this afternoon.
The Lightning are also weighing offers for Richards from Chicago, Vancouver and Dallas, source say.
